Bill started swimming in 1973 at the age of seven for the West Shore Y.M.C.A. in Camphill, PA until graduating from high school in 1984. During his eleven years as a West Shore Barracuda he received numerous awards including "Most Improved", "High Point", "Undefeated", and "Coaches Award". He also earned State Champion and State and Mid-Atlantic Record Holder Awards and placed in the top eight at the Y.M.C.A. Nationals his last three years as a Barracuda. 

Bill served as team captain for the Barracudas his senior season and his high school swim team his junior and senior years. During his senior year in high school, Bill was voted "Athlete of the Year" and was the recipient of the Old Timers Athletic Association Award for "Outstanding Male Swimmer" in his high school district.  Bill was heavily recruited by many area colleges but ultimately chose to swim for the Pennsylvania State University (1984-87) where he continued to improve his times. Upon graduation, Bill held one of the top five fastest times in school history in the 200 butterfly and the 500 freestyle and was a member of the 1985 Eastern Championship Team. 

Bill started coaching in 1983 during his junior year in high school for the Hershey Country Club. He then coached four more years in the Harrisburg area where he had the opportunity to work with future Olympian, Anita Nall, for two years in the 8 & under age group. In 1992, Bill became an assistant coach for a local PVS team with his brother and formed the Potomac Marlins during the following season. In his 26 seasons as the Potomac Marlins Head Coach, Bill has produced 30 Junior National Level swimmers, 7 Senior National Level swimmers, 8 US OPEN swimmers and has taken 5 swimmers to the USA Olympic Trials. 

Bill earned a B.S. in Sport and Exercise Science and was a certified Personal Fitness Trainer through the American College of Sports Medicine. Bill holds a Level 4 coaching certification through the American Swim Coaches Association (ASCA) and functions as the Potomac Marlins head coach, team trainer and training program coordinator. 

Coach Bill is the Potomac Marlins Team Trainer and is responsible for designing and maintaining the training plan for most of the Potomac Marlin practice groups. Coach Bill also handles all Potomac Marlins swim meet operations including; meet entries, meet director responsibilities for hosted meets, and related questions. 

Coach Bill served on the Potomac Valley Swimming Board of Directors for 20 years.  Bill served as the PVS General Chair for 4 years. His other positions on the Board of Directors have been: 6 years as PVS Coaches Rep., 6 years as the Age Group Chairman, and  4 years as the Senior Chairman. In addition, Bill served on the USA Swimming Age Group Development Committee for 3 years and was appointed by USA Swimming to serving as the Chair of this committee. Coach Bill was also selected by United States Swimming to serve on the coaching staff for the Eastern Zone Select Camp in 2007 and 2012 and he was selected as the Head Coach of the Southern Zone Select Camp in 2015. Coach Bill was also the PVS Distance Swimming Coordinator for 10 years.
